Right d-pad not working properly

The right d-pad has issues registering quick taps and will only work if I hold it down long enough. No other directional input has the problem and this makes it hard to play fighting games on this controller.

I’ve clean the inside area and rubber with a Q-tip and alcohol and the problem still persist. Nothing seems to be out of place when I open the controller up and the problem still occurs when connected to my PC, console and Phone.
