Hey Amanda,

There's good news and bad news. The good news is, the logic board is located on the side of the phone and likely did not get damaged. That would have caused the whole phone to stop working and required a costly repair. If the phone is still turning on, but the screen and speaker are not working, the water probably caused either a short to these parts, or corrosion. The bad news is that it is very hard to get to the speaker and lcd display of the iphone 4 because you first have to take everything else out of it.

Before you try anything, power off the device, unplug it from the charger, remove the back panel, and put it in a bowl of rice. Leave it there for about 36-48 hours to make sure there is no water left in the device. Keep it powered off to prevent the logic board from shorting.

If it still doesn't work after this, you will want to follow this disassembly guide and check to see if you can find any corrosion around the bottom of the phone which you can clean with a cotton swab soaked in CLR or vinegar.
