GE DFE29JMDEES refrigerator not cooling

I have a GE DFE29JMDEES refrigerator that is not cooling below 42 degrees. Seems odd but when the temp in the frig goes down then the temp in the freezer goes up. I pulled the drawers and looked at the evaporator coil and it doesnt have any frost. Could the evaporator fan still be the problem or is it something else?

Cause 1

Damper Control Assembly

The air damper control opens and closes to let the proper amount of cold air into the refrigerator compartment. If the damper does not open properly, it won’t let enough cold air into the refrigerator. Check the damper control to determine if it is broken or stuck closed. Also check to see if you are blocking it.

Where in the refrigerator is the damper control located?

Should be on the wall between the freezer compartment and the frog section. Most are down low across from the bottom drawer where meat lives.
