Strange behavior after replacing USB port

After a while of use, my DS4 controller would not charge via the USB port. I purchased a USB port replacement, but found that the controller still would not charge, even though with the new part (as with the old part, in fact) the LED would light up for things like pairing and connecting via Bluetooth (though it would not light up orange for charging). Furthermore, the LED would only light up for the above scenarios when plugged in via USB.

Is this a battery issue? What am I missing?

I’ve used 70% isopropyl alcohol to clean some parts in the past, is it possible there is liquid damage?

It could absolutely be a battery issue … if you have another controller that works swap the battery as a test … if it fixes it, then buy a new battery. It would be highly unlikely that the charging circuit failed while the rest of the controller still works.

I don't have an extra controller with which I could test the battery, but I do have a multimeter. How would I use this to test this issue?
