I would pop the key cap off and see if there’s anything hiding under the key that could be preventing the key from being depressed and recognized by the logic board.

Next steps are

  1. Re-install macOS
  2. SMC and PRAM resets
  3. New keyboard

I recently repaired a 13” 2013 Macbook Air with the left-side shift, control, and option keys not working. I tried everything software related in addition to replacing the keyboard, and the keyboard -> trackpad ribbon. In the end the very last thing I did, which was to replace the trackpad, did the trick. Comparing the two trackpads I could clearly see that the connectors on the old trackpad had shoddy damaged pins, and the single pin that handled those three keys was damaged.
