no crank, no start

Hello. I have an '02 Honda Accord. It will not even try to turn over when I turn the key. After trying to crank, the starter motor continuously makes a whirring sound like it's spinning. It does this even with the ignition off/key out. The only way to make the little starter motor stop making that sound is to disconnect the negative battery cable. I'm thinking it's an electrical issue, but any insight would definitely be appreciated.

When you reconnect the negative cable does the motor start spinning again?

Yes. it will start back spinning whenever I reconnect the cable. That continues until the battery dies.

Sounds like the solenoid contacts have welded together. Probably need a rebuilt starter if you can find one. The starter spinning but not turning the engine over is indicative of the bendix or the starter pinion gear having failed altogether as well.
