Press windows + R on your laptop in run enter control and hit enter.
Now select moue option in control panel, and there you select touch pad check all the setting are unable.
if only device setting are there you can check and set it as enabled and after saving check whether its solved or not. If not try to update software for touch pad. if all process is not able to fix the issue it may be a hardware error

What is the full model number of the laptop?
What OS is installed in the laptop?
Try using a USB mouse connected to the laptop until you get the problem resolved.

I will assume that u are using windows 10, at the bottom to the left in the search field type "msconfig" (no quotes). If windows 7 click on start above type msconfig.
If windows 7 right click on msconfig and when a window opens at the top choose the second tab "boot" and below choose safe boot. re-start pc.
if windows 10 choose "system configuration" same window opens the rest as in windows 7.
IF THE touch pad works ur PC might be infected.
PS. If u have a Dell laptop u could press the F2 key after the logo and on the window that appears there will be support for a mouse-touch pad-, otherwise forget this P.S.
