My phoen isnt turning on after falling into water.Is flashing a red light.What to do????

iphone redscreen has a couple possible reasons for failure, and unfortunately is very rarely repairable without a board replacement. however, try disconnecting the proximity sensor from the board, and see if it boots properly, otherwise, try a corrosion cleanout of the device, and see if that gets it running.
