Who refurbishes Harmony Smart remote controls from Logitech?
Spilled on my Harmony remote and it quit working.
Is there any value to return it anywhere for refurb?

You may wish to try and fix it yourself.
Here’s a link to the Logitech Harmony Smart Control guide, which shows how to access the components in the remote.
You’ll need to thoroughly clean all liquid affected parts in the remote using Isopropyl Alcohol 90%+ (available at most pharmacies). If you can avoid it, do not use “rubbing” alcohol, as this is usually <70% IPA, can contain scents and is therefore not as effective.
Be gentle when handling the pcb etc, as you don’t wish to dislodge any components from the board by being too vigorous with the cleaning.
