Installed new battery, came on and showed dead battery on screen. Then came up for a few seconds and showed battery charged to 39%. It shut off and now will not come back up even after being on charger for an hour.

i would scan the board for any physical damage to the device, before ordering a new battery. however, the only way to know if its working or not, is to try a second battery.
Local shops usually keep multiple in store for diagnostic purposes, which is usually covered within their repair costs.
