Are you trying to create these characters in a certain software like MS Office or at a command prompt or in a browser session or just what exactly? Some software apps will apparently generate the longer en-dash when you type two consecutive hyphens (I got this behavior in Libre Office for example). How to type the so called em-dash in MS word.

I'm trying to put these into a google document. The problem is I can't generate it at all, even when I type in two Hyphens.

Ah, then similar to one I gave above under MS word...

1. Select from menu as follows: Insert->Special Characters

2. Type "em-dash" in search box. I got about five possible choices but the first one shown in results is the vanilla em-dash.

Same sequence but search for en-dash on the other character. It returns the first one again is the one you want I am guessing. All characters are displayed along with the appropriate unicode universal representation as well in the search results when you hover the mouse pointer over each returned result in the list.
