My surface pro has been working reliably for about three years, with only minor touch screen problems.
In the past few days it has started freezing, as well as showing a rainbow screen that looks like TV static on the bottom half of the screen. Similar thin lines have also turned up across the screen. This happens right before it freezes. Holding down the power and volume buttons helps for a few minutes.

Sorry to say but it sounds like the integrated graphics which is on the CPU has gone bad from overheating.
Can't really do much about that as it's soldered on board plus the screen is almost impossible to remove without cracking the glass.
You could probably try factory resetting / reinstalling the operating system to try to fix the problem, but there isn't much more that can be done to it.
