4 GB of RAM not recognized iMac won't start

I bought two RAM sticks with 2 GB each Mac will run on just one ram stick it will boot up and run fine but when I install the second one the Mac will not start up but the white light in the front of the Mac will stay on and I've let it sit there for an hour I don't know if there is a bios issue or an OS please help
