I spilled milk on my phone and now it won't turn on or anything. Can it be saved some how?

Yes it can be saved but you need to do as the first post says by removing battery and then get it to someone that knows how to do board level repairs.

STOP using it! Turn if OFF fully and either keep it cool until you can get it to someone to clean it or you'll need to do it your self. Time is ticking! The longer you wait the worse it will be.

Any wet devices needs to be opened up to at least pull the battery so you prevent electrolysis as well as shorting out of the components. In addition the salts, acids and sugars in the milk will slowly eat away things.

Can it be saved you won't know until you try!

Is it simple enough that I could clean it myself

It is simple but may be you may not have the tools and may be buying them also may be more expensive than taking that phone to a repair shop and they help you do it. I think that will be helpful
