PS4 turns on with no signal. stays on solid white light

My sony ps4 turns on, flashes blue light for around 15 seconds and goes to a solid white light all with out any signal on the TV. i tried switching HDMI cords, turning it on in safe mode, also opened it up, cleaned all the dust and put back together and none of them worked. Need some help on fixing this issue
