What is hydro lock in the engine?

A hydro lock is when water gets into the engine and destroys it. It could be that or something else. The easiest way to see if it is hydro locked is to open the hood, and open the engine air filter compartment and see if there is water in there. If there is water inside the air filter, then most likely your engine hydro locked and is toast and you need a new one. If its bone dry, come back. But what does the car do when you try and start it?

Sounds like the starter solenoid has been submerged and the water inside it has produced rust or corrosion that has stopped it from closing the starter contacts properly. You could try to clean it and perhaps get it working again but it may be easier to put a rebuilt starter in to address this problem. You may have other issues if it was in water that deep so be prepared if this does not produce a running vehicle again.

Wait, you are not the original poster, do you have the same issue as the original poster plus the symptom of the starter clicking but not engaging?

It just makes a clicking noise as if the starter is the only thing that's trying to engage
