What you need is a jewelers slot cutting file like these: Screw Slot Files. Then you should be able to cut a narrow slot in whats left of the screw so you can use a standard jewelers screw driver to fit.

If you have no stub you'll need to file the surface flat and then use a left hand jewelers drill to carefully drill it out and then retap the hole.

Unfortunately if you dremmel'ed the top off fully, getting the rest out is near impossible in laptop housings. As long as the screw is wide enough, I would take the cutting disc to the top of the stub, and cut a slot into it. With most housings, this will cause damage to the surrounding area.

What I would do instead of removing the screw, is put a dollop of epoxy on top of the location, and dremmel it off if you ever need to get back into the device.
