wont boot up after powering on

When i power on my ibook 12" g4 30gb laptop the screen stays a light blue color and the gear wheel just spins round and round and the hard drive makes a loud humming noise! Wont boot up! thanks!

Options

Boot from your system installation disk. "C" key. Go to the second screen pull down menu to Disk Utilities and format the drive, then install a system.
