Will not charge turned on

I've tried hard resetting and it didn't do anything. The phone will only charge turned off. My computer doesn't recognize the phone. When i turn it on the apple logo appears then the screen flashes black for a second then the logo re-appears. I tried resetting all settings under general using the passcode i use to unlock the phone and it locked me out. Cleaned charging port thoroughly.

Does the apple logo go off immediately when the charging cable is unplugged?

If yes then you should get the battery replaced.

If the phone has been opened before then I advise you check if the battery got unplugged (this only occurs when there is no metal plate covering the battery).

If the phone is going through a boot loop and is not recognized by itunes, most likely (But not definitely) it is the U2 IC. Are you experienced enough and have the correct tools, multi meter, etc to measure some voltages, able to remove the shield (s)? Have you been charging with original apple charger and Data Cable? Do you use an Auto charger?

What was the first symptom and when did it last work with no issues?

If not, then I would suggest finding a local Micro-Soldering repair shop to do this for you
