Why is there no compression

the cylinder gasket is not leaking. However the exhaust valve does not close completely. it moves smoothly and is not damaged or stuck.

strange enoug it looks like the valve is too long, but that is nog logical; the mower has worked years without problems.

this type of mower has no screws to adjust the valves.

what is the proper way to make the valve close again?
