My iPad reboots when ever I try to bring up different web sites
WHEN EVER I TRY TO OPEN MOST SEARCHES MY SYSTEM THINKS FOR A MINUTE THEN REBOOTS, can I repair or replace myhard drive with a newer operating system?
Is this a good question?

There is no "hard drive" inside an iPad; it's all solid state.
I would do a full backup of your iPad via iTunes and then a full DFU Restore. This will overwrite all of the data and install a fresh version of the operating system (iOS). If your problem persists after this, then you likely have a hardware problem on the logic board. Given the age of this device, it would probably not be worthwhile fixing but only you can make that decision.
