GE Dishwasher does not dry dishes

Have a GE GDF510PSD1SS, which does not drys dishes, tan is always cold. Heater is good 16 Ohm (dry) and looks good, thermostat also ok (pass continuity test) already replaced mainboard/control board but still nothing. Even tried to measure voltage from control board to heater in dishwasher test mode - 0V (should be 120AC right?).

Any ideas?

In my case it was just WD21X10519 GE Switch Flood - the only the reason why dishwasher does not want to heat.
