Shorted out the phone with wires plugged into the wall.

My daughter, unbeLIEVABLY!!, thought she could charge the phone by sticking wires in the charging port while plugged into the wall outlet!! What did she short out and can I fix it!!?

I changed the charging port with a new one. Still doesn't work. What is the U2 IC?

The U2 IC is a chip on the mainboard.

Understood. Path to follow then: do I just change the U2 IC or do I need to change the entire logic board? And if I do just change the chip, what specific tools will I need?

There can be a lot of things, ex. U2 IC, charging fuse, charging port, etc. Try to replace the charging port. If that doesn't work, you probably fried the U2 IC. That needs a lot of microsoldering experience to fix.
