How complicated is it to replace the PASM dial using a junker?

I have a great old Rebel XT and the PASM dial has the insert missing. I have a junker camera with a perfect PASM dial. No way to just remove the PASM dial insert that I can see.

How complicated would it be just to take both cameras apart and rob the good PASM dial from the junk camera to make the good one have a legible PASM dial?

The insert of the mode dial is glued in. If it managed to detach itself from your good camera, it should not be too hard to get it off your junker.

There's a small positioning notch opposite the green AUTO icon, with an x-acto knife and some patience it should be possible to get the insert off.

If you opt for the disassembly route, your best bet would be to swap out the complete top covers between the two cameras. You may use the disassembly guides of the Xti/400D, there's not much difference between the two.
