Im getting F23 fault and have checked end device as well as P4-3 and P4-6 at control board...both places have 12K to 12.5 K ohms. Guess it must be a bad control board then right?

The F23 error code on this model of Kenmore Elite dryer indicates that the outlet thermistor is shorted. You can access this component by

unplugging the dryer

and removing the bottom front service panel. If you have a volt/ohm meter, you can check the resistance of this thermistor. Pull at least one wire off (with the dryer still unplugged) and measure the resistance across the leads of the thermistor. You should measure about 12K ohms (12,000 ohms) of resistance at room temperature. If not, then the thermistor will need to be replaced. The part number for the thermistor is 8577274. You can order this part from the

Sears PartsDirect website.

If you measure the proper resistance across the leads of the thermistor, you could have a wiring problem between the thermistor and the control board. You could also have a failed control board. The thermistor could be giving a low resistance reading when it heats up.

Sorry this replacement is a PITA on this machine. Most older models have much easier access.
