after rinsing twice still have soap showing in rinse water
Even if I run a load of laundry using no soap and double rinse soap still shows up before spin cycle and drain.

Lots of factors can be involved with this issue, including but not limited to:
how hard is your water
how full the washer is
what type of detergent you use
are you using HE detergent in a non HE washer
liquid or granular detergent
fabric softener
bleach
age of washer
cleanliness of washer
type of clothes and different fabrics
Lastly the technology, They are basically the same machines used in the 1930s. Where are the ultrasonic cleaners of the future? It's the better mouse trap waiting for invention.
