2002 Honda Accord EX V6 3.0l
At temps below freezing and I engage the cruise. The car speeds rapidly up to a point of 10-MPH above set point, then just as quick comes back down to set point. This oscillation continues until I disengage the cruise.

a drop of methoalcohol into the cruise vacuum system is all you need moisture has got into the vacuum and has frozen there changing the volume of the vacuum

Jim, you are using methoalcohol? Isn't this methanol? https://en.wikipedia.org/wiki/Denatured_...
My bad What I meant to say was the same stuff I use to deice brake lines in transport trucks and I guess autocorrect got the better of me your right here
And just what "stuff" is that?
methanol based anti freeze for removing moisture from lines. I use a Kleenflo product in my home shop not sure what they call it.
Something like HEET Red?
