What are the symptoms of a dead or dying battery?

My ipod charges but immediately afterward, the charge bar decreases and I get a slowly flashing Apple logo. I must plug the ipod in a charger for a moment before I can see the music on my ipod. Then, the battery bar diminishes or I see a request to recharge the battery. Is this a case of a dead or dying battery?
