Why is my iPhone battery not charging?

So i have a problem with mine iPhone 4s. It stopped working and i tried to restore it with use of iTunes. After some minutes i get the error code 21. I ordered a new battery and replaced it with the old one. I pluged the phone back into the laptop and after some minutes it was working again,, YEAHH! But the only problem that occured was that the battery only charged till 92% no matter whatIi tried, different chargers(cables). So I read only that I should calibrate the battery, by draining it completely empty and then recharge it to 100%. But after draining it empty, it will not charge up anymore.. I connected it again with iTunes but get the same error as before code 21

So please help me? What can I do? And more important what is wrong with my phone?

(some extra info: I tried restoring him in restore mode as well as in DFU mode, problem is that sometimes the phone gets into boot loop)

The phone is glitched because it wasn't working to begin with and then you restored it and then replaced it with another battery. Then you drained it and now it wont charge. Try restarting your phone>double click the home button>clear all opened apps>go to settings>then battery>then turn on battery saving mode. then restart your phone again go back to settings and then turn battery saving mode off then restart your phone again I have the six and it did the same thing i did that and then it worked.

Thanks for you help. However the problem still contains the same, the device is currently out of battery so I can't go into the settings.
