Why cant I get my Lg L15G to scroll

I am having trouble with my phone it will not scroll down and I can't get to my setting.

Hi,

Have you tried physically turning your phone into landscape position i.e horizontal view and see if you can now scroll down? If so, your digitizer (touch screen) may be faulty.
