One light on logic board but won't turn on

I'm working on a A1311 21.5" imac logic board, emc 2428. I get one green light on the board to indicate the power supply is working. But when I press the power button, nothing happens, no other lights. Is there a specific fuse or resistor I need to be focusing on? I have another board just like this for parts, so I can replace with identical stuff. I just don't know where to start.

Options

The #1 LED will light with just trickle power. If you get no #2 LED, replace the power supply before going to the logic board.
