Endless rebooting at apple logo

I received an iphone from a friend that he says won't power on. After charging i am able to get to the apple logo and then the status bar for a brief second and then it reboots again. I suspect maybe it sustained some water damage but my fried says no. I have tried all the home and sleep button boot options, tired the recover mode and DFU mode with no luck. When i do the recover or DFU it acts like it is working the status bar goes from start to finish and then when the phone reboots it does the same thing...keeps looping at the apple logo.. is this a bad battery possibly?

Tried a brand new battery and the same thing happens. Any more suggestions?? Loud Speaker? Lightening Port?

yes jmeyer, reason can be bad battery. check with known good one
