Why is my flashlight not turning off even with the battery dead

When I woke up my flashlight was on but my phone was dead. When I charged it and turned it back on I tried to turn off the flashlight and it said it was already off. The flashlight has stayed on since even when it dies from the flashlight being on continually

Restore iPhone with iTunes on computer. If still problem, replace main back camera.
