Why is my touch not receptive at all?

I am in the repair business and have repair many iphone 5s' but this one after replacing the housing and entire screen assembly the screen did not register any touch. I originally thought it was a faulty digitizer in the replacement screen but i tried it on another phone and it worked fine. Ive heard it could be a small fuse on the logic board but is there anything else it could be???
