Why is my update freezing?

my ps3 is tryin to update to the 4.70 but when i go to do it it says connect controller to ps3 and push the ps3 button when i do it asks for me to put a usb in it and dowload the update but when i do it freezes at 99% and wont let me do anything what do i need to do?
