Theoretically, a bunch of chips on the logic board.
Practically, it is much cheaper and safer to order an "IMEI factory unlock service" on eBay or some unlocking site on the Internet. You will basically need to submit your IMEI, pay a fee, and wait for the service (1 hour up to 2 weeks depending on the network you phone is locked to).
