when i first startup my iPod the volume level is where i set it, then it immediately lowers as if a slide control were moving it down. The volume seems to work when it is in the dock.I can raise the vol. control on the iPod with my finger and then as soon as i stop,it lowers again by itself.

you didn't wrote what iPod model you have - so i can only provide the "pure" (not model specific) information
i would first tr to hard reset the iPod - if that won't work, try to retore it with itunes
