Stainless Steel Rim as Antenna

In Teardown of iPhone 4 Step 14, it mentions "The dual purpose stainless steel inner frame/antenna assembly addresses possibly the two biggest flaws concerning previous iterations of the iPhone: continuous dropped calls and lack of reception."

Does it mean the outer stainless steel rim is not the real physical antennas? Can outer and inner frame be further seperated? I really wonder on how Apple creates their "own stainless steel" as an antenna.

The internal is just an assembly the exterior antennae are fixed to. They mainly regulate voltage and signal.
