Why does it get hot when not charging
left hand side of samsung tab 3 gets hot and not work when not charging

Anytime there is heat and a device is not charging, one needs to start of with a new battery. A failed battery can overheat but not hold a charge. Once the battery gets replaced, time to re-evaluate. If the symtoms persist one will have to disassemble the device and check the board for failed components like a bad power management IC, bad charging port connector etc.
