How do I reboot the phone when the touchscreen fails?

I'm not sure if my screen froze or if the screen is dead, so I'd like to try a reboot before buying a screen. The power button requires I swipe to turn it off, but the touch screen won't respond to anything, so I can't swipe it off. Is there a way to do a hard reboot?

Press and hold both the home button and the top screen sleep/lock button until the phone shuts down.

How to reset

You should reset your device as a last resort and only if you can't restart it.

To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.

My phone is not letting me turn with the apple sign. It comes up with"slide to power off" but my 4s is not letting me do that. Please help
