Somethings wrong with my phone

I have a Samsung Galaxy Note 3 that needs to be repaired. I dont know exactly whats wrong with it. When I press the power button a white screen pops up and it is messed up and fuzzy. It blinks on and off every 5 seconds. I was thinking there was a problem with the LCD display
