I finally figured it out (with help) after many clicks and playing around with it. I was starting to assume that it was typo or something on the packaging but the two settings actually exist.

You 1) turn it on 2) gently hold in the power (without it clicking). You hold it in about half-way. It's tricky because both settings are close and hard to tell the difference, but the lo-power is there.

Sorry, I don't see any difference when following this procedure.

Kinda repeating what Jason said but I thought I'd give my two cents. My father bought a few of these flashlights and found them at True Value for right at $20 each. Seem to be done decent lights and blows my super expensive StreamLight away. There actually are hi and lo settings but it's barely noticeable. While the light is powered on just gently tap the power button barely depressing it without turning the light off and you're in low setting. Again, the difference is just barely noticeable...

I found the distributor (Promier - 815-223-3393) and they are sending me a replacement. There is no fix!

Actually first click is bright on 2nd click is off 3rd click is dim on and it keeps alternating. Try it you will see a slight difference in brightness. Hence the 3 terminals on battery pack.

You switch between the high & low settings using the tail switch. One click turns it on to the high setting and rapidly clicking a second time gives you the low setting. However there is not much difference in the intensity between the two settings.
