got activation problems, constant sim searching, with and without sim

hello experts!

i really need your help.

i cant activate the iphone 4s 16gb, it searches all the time for for network "searching..." with and without simcard. it runs on ios7.

i start iphone, can choose language, country, then connct to the wifi, but everytime i try- activation cant be done.

is there any solution?

im glad about any idea,

Are you try activation through PC iTunes, if yes - what iTunes say.

i tunes searches for while, then it says cant connect to the server.. pretty the same as the iphone says..:/ so it doesnt work, wether with wifi nor with itunes.

1. i dont have ios 6, but 7- "its a ios6 bug"

2. i cant get to settings, only things i can set is language and country.

so, what to do?
