Chosen Solution

1) Try doing a "Hard Reset" hold "Lock" and "Home" until it reboots, then see if it will restart, and shut down normally.

2) Check the "Volume Limit" in Settings>Music>Volume Limit, then see if this fixes it.

3) Check the settings for the clicker in Settings>General>Sounds, and make sure that the things that you want to make sounds on are turned on.

The headphone jack is attatched to the logic board. You could try to de-solder it, and attatch a new one, but you may want to just replace the logic board, and solve all of the problems in one fowl swoop, or upgrade to a new iPod Touch.

It may have a bad logic board, you might want to try replacing it, or restoreing it. What Firmware does it have? you can check at settings>general>about, you may want to download an older firmware like 3.0 for a more stable OS without compromising any important features

It may just be a hardware problem, you could consider replacing the logic board, or the iPod. Has it ever been wet, or dropped from a decent height?
