The silent (vibrate) switch is part of the Headphone Ribbon cable that you replaced and can be a little tricky getting lined up during re-assembly, I have also seen the switch to be bad right out of the box new, here are instructions in case you haven't already viewed them, I would start by making sure the plastic nipple on the switch inside the phone is properly seated in the steel switch that you manipulate with your finger's, iPhone 4S Silent Switch Replacement, if you cant find something obviouse inside your phone then you may need a new Ribbon cable, good luck.

Thanks for your advice! btw, how can i tell if its properly aligned? Because my vibrate button can still switch up and down and it makes that click noise when i switch it.

Once you have your phone disassembled, you will see a black plastic nipple the diameter of a #2 pencil lead protruding from the ribbon cable silent switch, then if you look at the inside of your silent button you will see a hole for the nipple to fit into, it's easy to miss align the two, if they are fitted together correctly then you may have a bad ribbon cable, good luck
