If the ads are showing over everything and you can barely use the phone, I’d suspect a third party app before blaming the A07 itself. Samsung says these popups are usually caused by an app you recently installed or updated.
Boot into Safe Mode. If the ads disappear, go to Settings > Apps and start removing the most recently installed or updated apps until you find the culprit.
I’d also check Settings > Apps > Special access > Appear on top and turn that permission off for any app you don’t recognize.
Don’t factory reset the phone as your first move.
