Charging and Boot Issue

I have a MacBook Pro 13-inch Early 2011. I installed a battery in it, but when I connect the charger, the MagSafe LED turns green, and the MacBook emits a repeating sound approximately every half second. At the same time, a white LED turns on and off repeatedly, and the MacBook does not start.

However, if I disconnect the charger, then press and hold the power button, and while holding it reconnect the charger, then release the power button after a few seconds, the MacBook powers on normally. The problem is that the fan runs at a very high speed, and the green MagSafe LED turns off, although the charger continues to power the MacBook.

I would appreciate it if someone could explain the cause of this issue.

Thank you very much.

Looks like the battery cable isn't fully pressed in or the battery is bad. The other possibility is the SMC chip is not functioning properly but that's only an issue when the logic board has damage.
