My 2003 chevy Blazer tailgate will not open, so I have tried to take it apart to see why. But I can not see where it comes apart to get to the thing.

Alberta, there is a part called a bell crank inside the door, it is either jammed or broken. To get to the bell crank and latch release, the door panel will have to come off. Once you remove the door panel, you might be able to use a screwdriver to release the latch and then repair your mechanism.
