Locate the coils and clean them first; sometimes, if dust or debris gets on them, they can't dissipate heat efficiently. Also, is the fan spinning at all, or do you feel the cold air moving around the machine?
There is no fan inside the freezer and the evaporator coils are in the walls of the freezer cabinet i.e. static cooling method is used. This method is commonly used in chest freezers

Does the compressor feel warm/hot to the touch?
What is the actual temperature inside the freezer compartment?
