It depends on a lot but most need variant coding with a bidirectional scanner (hint: $$$ for the right pro grade scanner). A lot of the cheaper bidirectional scanners cannot do this variant coding, so you need a higher end scanner from Autel or one you verified can do it with XTOOL :-(. It's not going to be cheap. One I know of which can do it is the XTOOL D7 and a lot of the Autel scanners - neither are going to be cheap.

That said: if you have a Toyota with the "feature", they openly sell defeat modules for a lot of the impacted vehicles which bypasses the need for variant coding, but you need to disassemble the car to install it whereas variant coding is all software and will be invisible. Other brands like Honda might have defeat devices available but when it comes to BMW, Mercedes and anything VAG (Audi, VW, others) is pretty much going to be a variant coding only affair.
